In build

One private provider registration, current in every department.

FLPPR is the Florida Private Provider Registry: one record per private provider firm, connected to the electronic registration every Florida building department is required to keep. Licenses come from the state, changes reach every enrolled department, and nobody re-keys a roster.

Operated by Paradigm Labs LLC. FLPPR is not a government agency. Enrollment opens once the participation agreements are final.

One record per firm

A private provider firm keeps one statewide registration — qualifiers, duly authorized representatives, licenses, and insurance — instead of a separate packet for every building department it works in.

A change saved once reaches every enrolled department that firm is registered with.

Licenses read from the state

Qualifiers are matched to Florida licensing data, so license class, status, and expiration come from the issuing board rather than from whoever typed the form.

DBPR building code and architecture extracts, and the FBPE engineer roster, read daily.

One view for the department

Department staff sign in and see every registered firm working in their jurisdiction, with qualifiers, license status, insurance limits, and the certificate on file.

The answer to “is this firm registered here” without a phone call.

A ledger of every change

Each registration update is recorded with who made it, when, and the version each department received.

The record proves the delivery happened. It does not certify the truth of a firm’s submission.

Two sides of the same registration

Building departments

Florida law (s. 553.791(4), Florida Statutes) requires each local enforcement agency to have a method to register and update private provider registrations electronically, and bars an administrative fee for either. FLPPR is a way to meet that without building or buying a system. Free to the department.

Private provider firms

Register once, keep one record current, and stop re-filing the same roster, license, and insurance paperwork department by department. Free to the firm — no registration fee and no per-department fee.

Built to feed the software a department already runs

A department’s permitting system can pull registrations and license status from FLPPR directly, so nothing gets typed twice. The same data a person sees in the portal is reachable by a client system and by an AI agent through the same contract.
